We have proposed

HMG that 33,300 of the 50,000 places should be allocated under the first tranche of the General Allocation Scheme.

Places under the General Allocation Scheme will be distributed to broad occupational groups on

the basis of the group's susceptibility emigration from Hong Kong (i.e. "emigrateability"). For each occupational group, an emigrateability rate is calculated by reference to the number of persons belonging to that group emigrating from Hong Kong over the last three years (1987-1989), having regard also to the size of the population in that group. For those occupational groups for which there is little difficulty in replenishment from within Hong Kong (defined for this purpose as those occupations which require relatively lower levels of education or training for entry), a modification factor at a rate of 0.25 is applied to the emigrateability rate to reduce the allocation of places.

A list of the broad occupational groups, together with examples of the type of occupations covered by each group, is at Annex B. The list is based on the International Standard Classification of Occupations (ISCO), which will also be used with suitable modifications for the purpose of the 1991 Population Census. The allocation of places under the General Allocation Scheme to each occupational group is shown in Annex C (under preparation to be tabled at the meeting).

Within each broad occupational group, the "order of of the applicants is to be determined by the application of a points system, under which points are awarded each applicant according to a number of criteria (e.g. age, experience, education

see para. 12 below). All the applications in each occupational group are then "queued up" according to the points they score. Those scoring the higher points would then be shortlisted for further processing. The number of persons in the short-list for each occupational group depends on the number of places available in each

group.

There is thus no common passmark for all the groups. If any application drops out from the short-list at the further processing stage (e.g. because the applicant has submitted false information, or fails the personality checks etc.),
