Not so. Parliament will have opportunity to examine every aspect of the proposed scheme.

This is a scheme to help Hong Kong. It is right that they should select those whom they consider to be key. The Governor is in the best position to do this.

Only when he is satisfied that persons recommended by the Governor are not of good character or are ineligible.

Same criteria as those used in naturalisation of persons as BDTCs in Hong Kong and for naturalisation and registration in the United Kingdom.

To assist and advise the Governor in a very difficult task. The Group will also ensure that the selection process is run properly and fairly.

Yes. The Group will include independent representatives from the community together with a Commissioner from the ICAC.

The Group will be advisory in nature, and the Governor will be able to ask its advice on any aspects of the selection process.

The Governor will appoint those who are not specified members.

The Secretary for the Civil Service, the Secretary for Security, and the Director of Administration.
