Is it only BDTCS and BN(0)s who can apply? If so why? Are
not other people equally crucial to Hong Kong?
Intention is that scheme will also be open to BOCs, BPPS
and BSS who have no conditions on their stay in Hong Kong,
and to CofI holders who have applied for BDTC status by the
time the Bill is passed.
How can we be sure the scheme is fair?
Appeals?
Scheme carefully drawn up to be as fair and objective as possible. Governor will have a Steering Group to advise him on implementation, and ICAC will be involved in that Group, and in general monitoring of the scheme. There will be no appeal system (in line with other nationality legislation), but a second tranche will provide a further opportunity for those who are unsuccessful in the first
tranche.

Can people apply who also have other passports or
applications pending for other passports?
Yes: but those who already have another nationality (and
therefore the assurance of being able to go to another
country if they wish to do so) will have points deducted
from their score under the points system.

Cost of application?
There will be an application fee followed by a charge for
registration as a British citizen.
