Governor will decide whom to recommend.
Home Secretary
will need to approve, but will reject only where has reason
to believe a person not of good character, or no longer
eligible.

with HKG?
Final details of scheme will be settled in light of
discussion in Parliament.

Is the selection of categories based on value to Hong Kong and emigratability as previously indicated?
Yes (although scheme will also cover people who, by virtue
of their position, may find themselves vulnerable in years
ahead).

Why exclude [-] occupational group? Are people from this
group not emigrating in large numbers and important to Hong
Kong?
No one would argue [-] not important. But necessary to select priorities in terms of the most key groups [ie
