The question of whether 50 points were sufficient to satisfy the

business lobby was discussed. Donald Tsang had been asked to

reconsider the allocation of these points and had yet to provide a

satisfactory redraft. Home Office to pursue. The fate of British

Council and BTC staff under the scheme was also touched on. Most

were no longer eligible. They might be accommodated under the

Residual category but the Governor would not be keen on this. At

the least, serious thought needed to be given to a defensive line

for use in Parliament. The more we could minimise hostile comment

from interested lobbies the better for the Bill.
