to make use of the SSS for this purpose, I accept the Governor's arguments that this is really more appropriate for particularly vulnerable individuals. Moreover, if eligibility for the DSS is confined to uniformed personnel, this would avoid the major concern, raised at OD(K), that the inclusion of garrison staff would lead to calls for more favourable treatment for other individuals working directly for HMG in Hong Kong, as none of these are part of a disciplined uniformed service.
