HONG KONG ASSURANCES: GARRISON LOCALLY ENTERED STAFF

1. The Defence Secretary has written to the Home Secretary
suggesting that uniformed members of the locally entered garrison
staff should be included in the Disciplined Services Scheme (DSS) on
the same basis as the other Disciplined Services.
Recommendation
2. I recommend that the Secretary of State agree to this. I
submit a draft.

3. As the Defence Secretary points out in his letter the Governor
now supports the inclusion of uniformed staff of the garrison in the
Disciplined Services Scheme (HK telno 1090). Home Office officials
are broadly content and are recommending to the Home Secretary that
he should agree to the Defence Secretary's request. The Home Semeray has now recommend that colleagues agree (his letter of 2 April refers).
