Dear Mr Shampe
Thank you for your letter of 12 March about Bonas Machine Company Limited and the nationality package for people in Hong Kong.
In fact, the Foreign Secretary met Mr Harris at a lunch in Newcastle on 9 March and the problems that Bonas are experiencing in retaining key staff in Hong Kong was raised. Following on from this the Foreign Secretary has written to Mr Harris and I enclose a copy of his letter.
Incidentally the necessary legislation for the scheme is the responsibility of the Home Secretary and as you will see it is hoped to present it to Parliament very shortly.
