ineligible to receive a voucher (1f, for example, he takes out. local citizenship, or if a single woman marries and so conses to be n head of household) ho may be considered an illegal entrant 17 he then uses the voucher to which he is not entitled to enter the UK. The Gourts would not generally consider a voucher holder an llegal entrant, however, Lunless.it can be shown that he know that, a change in his circumstances between the time he obtained his voucher and the date of his arrival in the UK was material to his admission.
25. All applicants should, therefore, be made aware of the possible relevance of a change in their circumstances, and should be asked to sign a declaration on the following lines before receiving their
voucher:-
'A decision to issue a special voucher is taken having regard to the personal particulars and circumstances of the applicant,
I understand that including citizenship and marital status.
Any change in this regard after issue may invalidate the voucher and should be reported to the issuing authority before travel
to the UK.'
Ifuah applicant does not wish to take up a voucher at the time when it is offered to him, his application will normally be held in su5- pense. He should not subsequently be granted a voucher if his cir-. cumstances have changed so as to make him ineligible under the criteria operating when a voucher was originally offered to him (see the examples in paragraph 24 above). However, he should not lose his entitlement as a result of a change in these criteria.
RIGHT OF APPEAL
26.
There is no right of appeal against the refusal to issue a spectul voucher.
To avoid confusion with entry clearance procedures, speciul voucher applicants should not be informed that their applications have been refused but that they cannot be accepted as
Those whose applications they are not eligible to receive a voucher. have been accepted but who are subsequently found to be ineligible when the voucher becomes available should be told that they now full to moet the requirements of the scheme and cannot receive a voucher.
