1. The annual global quota of vouchers was initially set at 1,500 but this was raised over the years to take account of the increasingly difficult situation for UKPJ in East Africa, and in order to allow for a limited issue of vouchers to UKPI who had gone

from East Africa to India. The current annual global quota of

5,000 vouchers was fixed in 1975.

The global quota comprises separate quotas for each of the

following:

Kenya

Tanzania

Malawi

Zambia

India

Cther countries.

The allocations to different countries are not revealed because

this would inhibit the flexible administration of the scheme and could cause disquiet between the various communities, but the annual global quota is publicly known.

ELIGIBILITY

Special vouchers should be issued only to UKPH who hold no other citizenship; who are heads of household; who are under pess- ure to leave their country of residence and who, having nowhere else to go, intend to settle in the UK; and who qualify under one of the provisions in paragraph 9 below. The criteria for eligibil- ity are examined in greater detail in subsequent sections.

Vouchers should be issued on the basis of the applicant's cir- cumstances at the time the voucher becomes available, not his circumstances at the time he first made an application. Thus, for example, an applicant who takes another citizenship after applying for a voucher will not be eligible to receive one, nor will a single woman who marries before receiving her voucher, unless she qualifies as head of household under the criteria described in paragraphs 14-21.
