make it abundantly clear that the Steering Group will have to ensure the proper implementation of the points system, I propose adding the following to the terms of reference as a new sub-paragraph 2(d):
** (d) ensuring the probity and efficiency of the implementation of the points system."
As regards its role in scrutinising the lists of likely recommendations and rejections, I confirm that this is covered in the first paragraph of the terms of reference.
We did consider bringing the Sensitive Service Scheme within the ambit of the Steering Group, but decided in the end that it would be neither necessary nor appropriate. As explained to you on the telephone, the candidates to be covered by the Sensitive Service Scheme have been identified either individually 8.g. police inspector or by rank e.g. directorate officers. Supervision of the scheme as implemented by the Immigration Department will be the responsibility of the Secretary of the Civil Service and the Secretary for Security jointly who will approve each and every case under the SSS before it reaches the governor. A further vetting by the Steering Group is unnecessary. The sensitive nature of SSS cases has discouraged us from involving the Steering Group which
which includes non-government representatives. An ad hoc group formed under it but excluding non-government members to deal with the SSS would be too contrived and unsatisfactory.
If Ministers eventually decide to nominate an official as observer on the Steering
Steering Group, we will welcome his participation in the team headed by the Secretary for the Civil Service and the Secretary for Security in processing cases the SSS.
