Group. The Steering Group, if satisfied, will submit the list to the Governor who in turn may recommend the candidates to the Secretary of State.
28. Where a candidate who has scored sufficient points for interview and for the character checks to be conducted is rejected for any reason, the next candidate in order of points scored within the relevant service will be considered.
29. Candidates will be notified of the result of the applications by HKID.

30. [6,300] places 【(3,700 in the first round)] will be reserved for those Hong Kong people who, by virtue of their positions, may find themselves vulnerable to Chinese pressure or retribution in the years ahead.

Also included will be
others from non-sensitive occupations (for example journalists) who have a justified claim to be vulnerable to Chinese pressure or retribution. These people may have applied under the General Allocation Scheme or Disciplined Services Scheme or direct to the Governor.
Procedures
31. Many of the individuals will already have been identified by virtue of their rank, position and area of work and will be invited to submit applications to Secretary for Security or other official nominated by the Governor. Once the information has been verified, HKID will scrutinise the applications and if all is in order the names will then be submitted to the Governor who, if satisfied, will recommend them to the Secretary of State for registration.
32. Certain persons may qualify for inclusion in this scheme on the basis of information contained in their applications under the General Allocation or other Scheme. HKID will identify and forward these to the Secretary for Security for appropriate consideration.
33. HKID will notify candidates of the result of their applications.
