SECRETARY OF STATE'S BILATERAL WITH THE PRIME MINISTER:
13 MARCH 1990: HONG KONG ASSURANCES

I submit a brief for this meeting on Hong Kong assurances.
The Home Secretary met his officials today to discuss further revisions of the OD (K) paper to take account of the Governor's advice and the Home Secretary's conversation with the Secretary of
state over the weekend.

3. The revised paper is still not available. A draft will be submitted to the Home Secretary tonight: we are still trying to obtain a copy. It seems that the Home Secretary's thinking is still
in a state of flux
4. On the question of categories, the Home Secretary has agreed to consult the Prime Minister overnight proposing that there should be an eighth category to cover genuinely key people not included in the other seven categories. He does not think it would be feasible to cover such people simply by providing for them in the other categories. He will therefore recommend in the OD (K) paper the creation of a special reserve category, subject to the Prime Minister's overnight views.
