Mr Maude finds more attractive your idea of building into the qualifying points system a moral undertaking to remain in Hong Kong for a certain period of time, so that it becomes an element in the decision to grant a passport in the first place, rather than a promise, with no legal force, to be extracted after citizenship has been granted.
