The Prime Minister and the Home Secretary had a brief word this morning about the Home Secretary's minute of 7 March about the arrangements for dealing with key entrepreneurs under the selection scheme for British citizenship in Hong Kong. The Prime Minister agreed that such entrepreneurs should have a category of their own, and that specific criteria should be established under which those concerned would qualify, on the lines set out in the Home Secretary's minute. Provided that is clearly established, the Prime Minister is ready to agree that it would be for the Governor to make recommendations about individuals. The Prime Minister felt, however, that the projected figure for this category in the low hundreds would not be sufficient, and that we should be thinking rather in terms of the high hundreds. The Home Secretary indicated that he was willing to be flexible on this.
