8. The Home Secretary will be minuting to the Prime Minister. He is concerned about the Prime Minister's suggestion that he should have discretion over the selection of entrepreneurs included in the Scheme.
General Allocation Scheme (GAS)

The Home Office are now revising the GAS to take account of the points made at the Prime Minister's meeting. They believe that the number of categories can be satisfactorily reduced from the earlier 31 to 7. They agreed that lawyers and judges would have to be catered for, despite the Prime Minister's apparent suggestion that they should be eliminated (the effect of including category 13 (legal professionals) in the list attached to Mr Powell's letter the Private Secretary has pointed out to Mr Powell that this sits oddly with the importance which the Joint Declaration places upon the continuation of the present legal and judicial systems).
British Council/BTC Employees etc

I pointed out that as a result of the pruning of the Scheme, employees of British institutions would have few, if any, avenues under which to apply. The OD(K) paper should at least point this out; Ministers might take the view that a

11. At my suggestion, the Home Office will include a passage in the revised OD(K) paper explaining how vulnerable people
might be dealt with.
Timetable

The Home Office will produce a revised version of the OD(K) paper for circulation, if possible, before the weekend. We have been promised an early sight of the draft.
