HONG KONG APPROVED SECONDMENTS SCHEME
1. I submit a speaking note for the Secretary of State's meeting
with the Home Secretary this morning on this subject.
2. I should perhaps also record that at yesterday afternoon's Hong
Kong Trade Advisory Group Meeting, the senior ICI representative
present made a strong appeal for help under the nationality package
and for the Approved Secondments Scheme in particular. The main
thrust of his remarks was that support of this kind was the only way
that a company such as ICI could retain key personnel in Hong Kong.
The alternative, he implied, would be to transfer ICI's operations
to another part of the rgion.

Comments such as these suggest that Lord Sharp's recent letter
represents only the tip of a very large iceberg into which we are in
danger of sailing.
