COSTS OF UK TEAM

We spoke on 7 March about this.

As you will know, we are insisting, and HKG accept, that all UK costs will be covered by receipts from applications and registrations arising under the scheme. The basis on which we are currently working is that HKG will re-imburse HMG's costs and that the money will go to CFER.

There remains the question of which Department should cover the initial funding of the UK team. Using figures provided by John Hague, we had estimated that the cost of providing a team of two (SEO/DS6 + EO/DS9) might amount to between £250,000 and £300,000 depending upon actual location. This was a very rough, and rushed costing. It will now need to be refined to take account of the fact that the team will probably be

and that it will be based within HKD. One major factor affecting the extent of HMG's initial outlay will, of course, be whether HKG charge us rent for accommodation occupied.

The alternative of funding by the Home Office would require us to make a specific and unusual PES bid to cover overseas activity by staff which might not even be from the Home Office. It would seem sensible, if any additional bid has to be made, for this to be done by the FCO through the usual Treasury channels.
