discretion to make recommendations to me on a case by case basis
for a limited number of grants of citizenship to key
entrepreneurs. I will give further thought to the sort of factors which I would wish to see set out by the Governor in
supporting each case. These might include, for example, extent of investments, numbers employed, and philanthropic contributions to the social well-being of Hong Kong. My present feeling is that the numbers should be of the order of 500 or so places in this category, subject to my informing colleagues at our meeting of my further thoughts when I have had an opportunity to consider
the Governor's views.
Disciplined Services Scheme
23. This is defined in paragraphs 22-29 of Annex A. The scheme will cover the police, prisons, fire, customs and immigration
services, together with the Auxiliary Air Force and the
Independent Commission Against Corruption. (It does not include
the Garrison). Assurances will be allocated on the basis of a
points scheme similar to that for the GAS. The 7,000 places available will mean that one in six of those falling to be. considered under the scheme will be granted citizenship.
Sensitive Services Scheme
24.
This scheme (described in paragraph 30-35 of Annex A) is for
those who, because of their positions, may find themselves vulnerable to Chinese pressure or retribution in the years ahead.
