The draft OD(K) paper
7. The draft paper now includes a Key Entrepreneurs Scheme (para
21) and sets out the seven broad categories for the General
Allocation Scheme (para 18) as well as detailing those categories
which are now eliminated (para 16). It takes account of the need
for provision to be made for other "vulnerables" (eg journalists)
not covered under the Sensitive Services Scheme (para 29). It also
draws OD(K) members' attention to the fact that pruning the
categories would effectively rule out some employees of British
institutions (British Council, BTC, PSA and the Garrison).
