circumstances, the secondee may be allowed to continue the secondment under the sponsorship of another firm cr crganisation.

41. There will be no obligation upon the sponsor to continue to employ the secondee for the duration of the scheme. However, if the [Secretary of State/Governor] considers that a secondee's employment has been unreasonably terminated, he may decide to allow the secondment to continue under the sponsorship of another firm or organisation.

42. Secondments will be for the purpose of work and work-related training (eg sandwich courses, post-graduate job-related education) only. The precise purpose will be required to be stated at the time of application.

Procedures

43. Potential sponsors will apply to the Immigration and Nationality Department of the Home Office, either directly or through EKID, for an allocation of places. IND will, with the assistance of HKG and, where appropriate DTI, check the bona fides of the organisations concerned and satisfy itself that the proposed secondment arrangements come within the criteria for the scheme. If satisfied, IND may approve the organisation as

a sponsor.

44. In the event that the total number of places requested by sponsors exceeds the maximum number available under the scheme, allocation will be decided by IND, taking account of the number of places requested, and the number of staff employed by the organisation in Hong Kong, its turnover and any other relevant factors. If demand is less than the maximum number of places available, the unused places will be "reallocated" to the General Allocation Scheme.

45.

Sponsors will then be invited to nominate their secondees. Following checks to ensure that they are of good character, they may be accepted on to the scheme, and granted open-dated work entry clearances.

46. At the end of five years, subject to proof that the residence and other requirements have been complied with, and that the secondee has remained of good character, the secondee will be eligible for registration as a British citizen.
