GENERAL ALLOCATION SCHEME
6. 36,200places will be available for use under this scheme 32, 800 will be allocated after consideration of the initial tranche of applications which will be invited after the scheme has been approved by Parliament. The remainder will be allocated in a second round of applications at a time to be decided by the Secretary of State after consultation with the Governor. Individuals may submit only one application per round.
7. The General Allocation Scheme will operate on the basis of occupational categories. The categories to be used, which have been identified taking into account rates of emigration and value to Hong Kong and the UK, if they were to come, are set out in Annex C3. In broad terms, these cover:
Business and management
Accounts and financial services
Engineering
Information technology
Medical and science
Legal
Education.
The available places will be allocated between the occupational groups in accordance with a formula based on the susceptibility of the different groups to emigrate from Hong Kong (ie "emigrateability"). For each occupational group, an emigrateability rate can be calculated by reference to the number of persons emigrating from Hong Kong over the two most recent years for which figures are available, having regard also to the size of the population in that group.
8. Within each occupational category applicants will be assessed on the basis of a points system. The same criteria will apply to both the GAS and the DSS. The factors to be taken into account, and the maximum number of points available for each, will be as follows.
