Further to my recent letter to you about how to define
'British company' may I now seek your assistance in another
aspect of our work on this legislation?
We are engaged in compiling briefing material for Ministers'
use during the passage of the Bill. I should be grateful for
advice in providing Ministers with briefing material on the extent of the UK's economic interest in Hong Kong. The damage
to UK interests that would result from a collapse of
confidence in Hong Kong and a consequent deterioration in its
economy is an important plank in the Government's case for the
nationality legislation. I realise that responsibility for this may go wider than DTI, and I would be grateful for your
advice if there is anyone else I should also be consulting.
The letter of 5 March from Helen Shanks of CSO (copy attached) has provided some useful material on direct investment in Hong
Kong but are there not other aspects of the UK's stake in the
territory which could usefully be cited? Examples which occur
