8. The Defence Secretary has asked for 2,000 assurances to be allocated to locally employed members of the Garrison. The Home Secretary has already ruled this out and the Secretary of State has supported him. The garrison numbers some 4000 locally entered personnel. About 2500 are Locally Engaged Civilians (LECs), 1750 industrial and 750 non-industrial staff. They are engaged in store-keeping, equipment maintenance, catering and domestic services and administration. The remainder, some 1500 Locally Engaged
Personnel (LEPs) are uniformed staff. Three hundred of them serve
with the Royal Navy and ashore in HMS Tamar; all are of
non-commissioned rank and their duties include seamen, technical,
medical, stores, accounting and secretariat tasks. The other 1200 LEP form the Hong Kong Military Service Corps. They include guards,
drivers, dog handlers. Others are involved in anti-illegal immigration duties and support for ordnance, signals and engineering services and some in intelligence work. During the visit to Hong Kong of the Bill Team in February one of the CBFS advisers revealed
