At today's meeting the Foreign Affairs Committee discussed recent policy developments on Hong Kong. You may recall that the Government's Reply issued in December was only an interim response to our own Report issued in June. The Committee considers that a more comprehensive Government Reply would now be appropriate, commenting on the remaining policy issues on which a holding response was given in Cm 927, where decisions had not then been taken. We may wish to return to the Hong Kong issues at some later stage; but for the moment a second reply would certainly be of assistance to us.
