26. Many of the individuals will already have been identified by virtue of their rank. position and
submis and will be applications to the Governor. KID or another specified authority will verify the information in conjunction with HKG Security Branch and the names will then be submitted to a special sub-committee of the Steering Group for onward transmission to the Governor who, if satisfied, will recommend them to the Secretary of State for registration.

Certain persons may qualify for inclusion in this scheme on the basis of information contained in the applications under the General Allocation Scheme or Disciplined Services Scheme. HKCD will identify these and forward details to the sub-committee of the Steering Group who will assess the merits in consultation as necessary with HK Security Branch.

The Steering Group will then submit a list of successful candidates to the Governor who, if satisfied, may recommend the grant of citizenship by the Secretary of Stace.

HKID will notify candidates of the result of their applications.
