1. Mr Maude's views on the four proposals set out in Mr Paul's submission of 1 March are:
a)

Approved Secondment Scheme. Mr Maude thinks that we may have to take a bit of flak for dropping this but considers that this will be outweighed by the advantage in the House of a shorter, simpler bill.
b) Occupational Groups. He is neutral on this point, but has some sympathy with the Governor's views in Hong Kong telno

c) Key Entrepreneurs. Mr Maude agrees that the Governor should have discretion to make special provision for top businessmen such as Li Ka Shing.
