From a
nationality point of view,
other British
passport holders on unconditional stay in Hong Kong should be batter qualified than Hong Kong C of I holders for the purposes of the UK Nationality Package. They are on par with BDTCS and BNOS for the purpose of registration as British citizens under Section 4 of the BNA 1981. They hold British passports and are
