15. The available places will be allocated to the services concerned in proportion to their staff numbers.

16. Within each service places will be allocated to individuals by a points system. The criteria will be similar to those used in the General Allocation Scheme described in paragraph 7 above, although the weighting to be given to each criterion may vary to take account of the needs of the particular services. The special circumstances points will be allocated according to the directions of a sub-committee of the Steering Group and will take account of documentary material on individuals, including commendations for outstanding service, staff appraisal reports etc.

Procedures.

Applications will be submitted by post to the Governor by a date to be specified by the Secretary of State. HKID will undertake the allocation of

points according to the agreed criteria for that service.

18. HKID will then forward details of the candidates ranked in order of

points scored, to a sub-committee of the Steering Group for examination and for instructions as to any adjustments in the special circumstances points for

each service.

19. HKID will then conduct the necessary verification interviews and character checks and submit the list of qualified candidates to the Steering Group. The Steering Group, if satisfied, will submit the list to the Governor who in turn may recommend the candidates to the Secretary of State.

20. Where a candidate who has scored sufficient points for interview of for the character checks to be conducted is rejected for any reason, the next candidate in order of points scored within the relevant service will be

considered.

Candidates will be notified of the result of the applications by HKID.

[6,300] places will be reserved for those Hong Kong people who by virtue of their positions, may find themselves vulnerable to Chinese pressure or retribution in the years ahead.
