The General Allocation Scheme will operate on the basis of occupational

categories. The categories to be used are set out in Annex A. The available places will be allocated between the occupational groups in accordance with a formula based on the susceptibility of the different groups to emigrate from Hong Kong (ie "emigrateability"). For each occupational group, an emigrateability rate can be calculated by reference to the number of persons emigrating from Hong Kong over the two most recent years for which figures are available, having regard also to the size of the population in that group. For those occupational groups which are relatively easy to replenish within Hong Kong (defined as those occupations which require a relatively lower level of education or training for entry), a modification factor will be applied to

the emigrateability rate to reduce the allocation of places.

7. Within each occupational category applicants will be assessed on the basis of a points system. The same criteria will apply across all categories. The factors to be taken into account, and the maximum number of points available for each, will be as follows.

The special circumstances points will be allocated only in accordance with the directions of the Steering Group. Fuller details of the way in which points will be assessed under each of the above headings are set out in the Appendix to this note. Those who hold the citizenship of a third country as a result of dual nationality will have 200 points deducted from their total.

Procedures

Applications will be submitted by post to the Governor by a date to be specified by the Secretary of State. The Steering Group will decide for each group the criteria for which special circumstances points will be awarded. The forms will be examined by members of the Hong Kong Immigration Department
