24. As regards the families of beneficiaries, we propose that spouses and children under 18 should be eligible regardless of their country of residence of nationality. Any other policy risks defeating the object of the Bill by drawing beneficiaries to the UK in order to establish a common right of abode for the family as a whole. However, if the beneficiary ceases to reside in Hong Kong after receiving citizenship, we propose that he or she should not be able to transmit to a spouse married subsequently.

25. The next step is a paper for OD(K), and an initial outline is attached at Annex E. However, its content is dependent on the outcome of the discussion on Monday. At that meeting, Ministers will wish to consider
