HONG KONG : STOCKTAKING MEETING : 26 FEBRUARY
Following the visit by officials to Hong Kong last week, this submission sets out the state of development of the scheme, and invites Ministers to consider a number of issues which will affect the content of the paper for the OD (K) meeting planned for 6 March. It is based on a great deal of hard work by Mrs Grimsey and her team for which I am very grateful.
2. Meanwhile, work has continued simultaneously on the drafting instructions for
for the Bill. They are now in as settled a condition as is feasible in advance of the issues to be determined by OD (K).

Ministers will recall that the scheme includes four
components:
a general allocation scheme, organised on the basis of a points system
a scheme for the disciplined
the disciplined services, also based on a points system
a scheme for those involved in particularly sensitive work in the run-up to 1997 (the 'Sensitive Services Scheme') and
a
secondment scheme, to allow selected people to earn
