1. I submit a copy of a Home Office submission which reports the outcome of the visit by officials of the Home Office/FCO Bill Unit

to Hong Kong last week. The submission was drafted in consultation

with me and reflects FCO views. It also takes account of the

Governor's views as set out in HK telno 635.

2.

The visit to Hong Kong made a lot of progress. While more

follow-up work is required, HKG have now produced revised proposals which succeeds in accommodating all categories of recipient within

the 50,000 ceiling while preserving the 2:1 ratio in favour of the

private sector (see Annex). The Bill Unit believes that HKG's

recommendations for allocation within the 50,000 ceiling should be

approved.

3. I agree geneally with the recommendations in the Home Office submission. But Ministers will wish to be aware of the following

aspects which are of particular concern to the FCO.
