"The aim of the Government scheme is to give people in the public and private sector in Hong Kong the assurance needed to persuade them to remain in the territory. This will take the form of British citizenship and will be awarded without the beneficiaries ever
having to leave the territory.
The Government intend to introduce the necessary legislation to Parliament at the earliest opportunity and it will cover a maximum of 50,000 heads of household which, when dependants are included,
means a total of 225,000 people.
The legislation proposed has no precedent and will not affect the British Nationality Act 1981, and will apply only to Hong Kong. will be limited in scope and numbers and will cease in 1997 when
Hong Kong reverts to China.
