reports of postponement, and apparant indecision at a high level in the Portuguese Government, the JLG not only went ahead on the scheduled dates (albeit in Lisbon, not Macau) but was proceeded by "informal talks" in Lisbon on 17-18 July. The Portuguese thought the JLG meeting had been positive and pragmatic and that their decision to get back to direct contact with the Chinese had borne
fruit.
4. The Chinese have since used praise for the Portuguese attitude
