Thank you very much for your letter dated 18th following your earlier reply of 6th December, 1989.
Your advice is well taken. The crux of the situation however as the Foundation views is a policy type ipso facto inclusion of such Crown servants or former Crown servants as mentioned by virtue of their exposure and involvement in the Emergency Control Centre duties, nature of which are obviously documented.

It would help tremendously if a senior level officer in Security Branch be nominated by you for official discrete personal contact tentatively under the auspices the Foundation until a direct communication is established; the reason being the officers concerned feel that such arrangement Would alleviate any allergy of possible repercussion in making a cold written application without knowing the likelihood of the outcome.
Incidentally, we have not written direct to the Secretary for Security but only sent a similar letter to Mr. David Ford, the Chief Secretary as well as Mrs. Margaret Thatcher, the Prime Minister. Mr. Dominique Morris, her Private Secretary has confirmed that he is attending to the matter. Your coordination or that of the Security Branch from Hong Kong would definitely expedite and simplify the whole matter.
We
appreciate the selective Right of Abode scheme being introduced will cover certain Government Servants, Nevertheless it is considered that the small handful of Emergency Control Centre officers should not undergo any undue application process to obtain their hard-earned entitlement which should not be viewed as a privilege, in particular their service in the Emergency Control Centre was by way of emergency "conscription" during the 1967 riots. The authority may find it more desirable
to avoid undue
publicity for this unusual specie.
