Places for Issue of Passports

26.

It is agreed to issue passports under the

Package in Hong Kong. HMG will consider where the UK

team resident in Hong Kong should have its offices.

They will indicate the accommodation required including

security and any other requirements such as special

electronic equipment. HKG will need to have such information soon for planning and budgeting purposes.

27.

HMG will also consider whether the issue of

British passports outside the Package should be dealt

with in Hong Kong.

It is agreed that the size of the HO Team

stationed in Hong Kong should be small. HO will decide

on the functions of the team after seeking legal advice

on the extent and procedures of UK's involvement in

dealing with individual approvals and rejections.

Fees Mechanism and Sharing Out Revenue

29.

HMG envisage that the Bill will include specific

provisions whereby the Governor will be authorized to set fees for registering British citizens in Hong Kong

under the Package. The Governor will then do so under local legislation. HMG will examine the existing powers

of the Governor in setting fees, in relation to Sections

41 (2) and 43 (2) of the BNA.
