The UK Team will study the papers handed over and let HKG have their comments on the general allocation system. They will also advise HKG if any further supplementary information is required.
Eligibility of Non-BDTCs

The UK Team proposes that applications from C of
I holders should not be accepted unless they have already applied for naturalization as BDTC before the
publication of the Bill. HKG counter proposes that the cut-off date should be the closing date of applications under the scheme. Both sides agree to reflect.

HKG will provide photocopies of the legislation quoted in paragraph 1 of the note on Hong Kong Certificate of Identity.

Both sides noted the problem in applying a cut-off date in respect of persons eligible under the
Sensitive Service Scheme. One possible solution is to inform existing beneficiaries under the Scheme to apply
for naturalisation as BDTC/HK in advance of the cut-off
date, and the provide for future beneficiaries by a
second cut-off date for the second tranche. HKG will
reflect on this solution.

As regards British nationals such as BOCs and British Subjects, HMG think that these people should not be required to naturalise as BDTCs before being qualified for application under the Package, provided
that they are not subject to any condition of stay in
Hong Kong. HMG and HKG will reflect on this.
