We
propose on reflection that the cut-off date for C of I holders applying under the GAS should coincide with the date of enactment of the Bill. This would mean going for a date somewhere in between your original proposal and mine. We continue to believe that we should not catch C of I holders by surprise and disqualify them without some formal notice. We will, however, need to give further thought to whether the same. cut-off date should apply to applicants under the Sensitive Services Scheme.
We envisage difficulties in this and will
revert to you on this aspect as soon as possible.
Proficiency of English (para. 11 of Appendix 1)

We
accept your proposal of a two-tier points system for the award of points for English proficiency. 50 points will be awarded to an applicant who has obtained a passing grade for English in the Hong Kong Certificate of Education Examination or equivalent, whereas 25 points to someone who does not have such a certificate but is able to demonstrate a basic command of oral English. We will consider further the appropriate arrangements for testing the latter.

A revised marking scheme (Appendix II) has been devised where employment with British firms and institutions has been accorded a heavier weighting, and long service with these organisations duly recognised.
