HONG KONG: INVITATION FROM SIR DAVID WILSON
The Home Secretary will recall that the Governor of Hong Kong
wrote to Mr Lloyd in December suggesting that he might find it
useful to visit the colony in order to observe the situation there
and discuss the issues involved at first hand. FCO Ministers, who
have been consulted, agree and I attach a copy of an FCO letter discussing possible timing.
2. In Mr Lloyd's view, the best time for him to visit will be
from 2/3 April to 6 April which, allowing for travelling time,
will allow a full 3 days for talks and visits - including to a
selection of refugee camps and the voluntary agencies. On present
plans, this could mean coinciding the visit with publication of
the Bill - a conjunction the FCO does not rule out, and which
indeed could have some presentational advantage. Mr Lloyd would
be accompanied by me and Mr Langdon.
3. Mr Lloyd would be grateful if the Home Secretary could now
signify his formal agreement so that we can in the usual way
approach the Whips. Once this is done, we can discuss detailed
arrangements with the Governor and show the proposed programme to
the Home Secretary.
