Selection of Sponsors

Potential sponsor applies to IND, either directly or through HKID, by the due date giving details of the number of places required and the form of secondment envisaged.
IND, with the assistance of HKID, assess to ensure that the sponsor and the nature of the secondment meet the criteria for the scheme. Bona fides of the sponsor are checked with particular attention being paid to the relationship between the sponsor and the proposed receiving body in the UK. IND may consult the Department of Trade and Industry as necessary.
IND decide on the acceptability of the proposed sponsor.
Determination of allotted places.
In the event that the number of places applied for by successful sponsors exceeds the total ceiling for the scheme IND will decide the appropriate allocation to each sponsor taking account of the number of places requested, the number of staff employed by the sponsor in Hong Kong, and other appropriate factors such as annual turnover. IND will notify sponsors of the number of places allotted to them.

Selection of secondees.
a) Sponsors select secondees and provide details to HKID by a given date which will enable all secondments to have been approved and to have started by 1 January 1992 at the latest.

HKID will run local checks on each secondee to confirm the absence of a criminal record or other adverse information which might render him or her unsuitable for inclusion in the scheme.
HKID notifies IND of the names and details of all likely secondees. IND makes any necessary checks with the UK police etc.
HKID notifies sponsors that those who have been cleared are accepted on the scheme. The five year period commences on the date of acceptance.
e) HKID endorses secondees' passports with open-dated work entry
clearances.
4.
Periods spent in the UK.
Sponsors decide how the two year period to be spent in the UK should be broken down. There is no requirement to notify HKID.
