Thank you for responding so quickly to the notes I gave you on Monday about the operation of the secondment scheme. I now attach a copy of the documents as I have sent them to Donald Tsang yesterday. I have of course made clear to him that the procedure outlined there is still subject to further consideration.
During our discussion on Monday afternoon, we concluded that if sponsors are to be approved by IND, then there may well need to be a fee to cover the expenses involved. This is something which we shall need to bear in mind in considering the fee mechanisms required for the citizenship scheme as a whole.
