Eligibility
Eligibility for all four schemes: BDTCS, BN (0) s as planned.
Further consideration has led to conclusion that other British
nationals with no conditions on stay in Hong Kong, and
Certificate of Identity holders and British nationals who have
applied for BDTC status by date of enactment of Bill, should be
eligible. These groups include key personnel, and some have already submitted applications for BDTC.
For all these groups, only those resident in Hong Kong will be
eligible.

Majority of places (36,400) to general allocation scheme. 7,000 for disciplined services.
6,300 to sensitive services. [Query 500] to secondment scheme.
In all but last category, some (in total 14%) held back from initial allocation for distribution nearer 1997 to those moving
into key positions. Expected that overall nearly two-thirds
places will go to private sector.
Selection Methods

on basis of recommendations from Governor. Home Secretary will
be able to reject recommendations of Governor only in limited
