exceeding the maximum number available under the scheme, allocation will be

decided by IND, taking account of the number of places requested, and the number of staff employed by the organisation in Hong Kong, its turnover and

any other relevant factors. If demand is less than the maximum number of places available, the unused places will be "reallocated" to the General

Allocation Scheme.

35. Sponsors will then be invited to nominate their secondees. Following checks to ensure that they are of good character, they may be accepted on to the scheme, and granted open dated work entry clearances.

36. At the end of five years, subject to proof that the residence and other

requirements have been complied with, and that the secondee has remained of

good character, the secondee will be eligible for registration as a British

citizen.
