Procedures
23. Many of the individuals will already have been identified by virtue of
their rank, position and area of work and will be invited to submit applications to the Governor. HKID or another specified authority will verify the information in conjunction with HKG Security Branch and the names will then be submitted to a special sub-committee of the Steering Group for onward transmission to the Governor who, if satisfied, will recommend them to the
Secretary of State for registration.
24.
Certain persons may qualify for inclusion in this scheme on the basis of information contained in their applications under the General Allocation Scheme or Disciplined Services Scheme. HKID will identify these and forward details to the sub-committee of the Steering Group who will assess the merits in consultation as necessary with HK Security Branch.
25. The Steering Group will then submit a list of successful candidates to
the Governor who, if satisfied, may recommend the grant of citizenship by the Secretary of State.

HKID will notify candidates of the result of their applications.
APPROVED SECONDMENTS SCHEME

A maximum of [ 1 places will be available under this scheme. Participants in the scheme ("secondees") will be nominated by sponsoring organisations ("sponsors"). Individuals will not be able to apply in their own right. For secondees accepted onto the scheme, the completion of five
years residence in the United Kingdom and Hong Kong will, subject to certain conditions, lead to a recommendation from the Governor for registration as a
British citizen.

British firms based in Hong Kong with
companies or trading partners in the UK;
