ANNEX B

1. This document sets out the proposed procedures for selecting candidates for British citizenship subject to the Hong Kong Bill being passed by

Parliament.

2. The Secretary of State will grant registration as a British citizen on the basis of recommendations made by the Governor of Hong Kong in accordance with the provisions of the legislation. In preparing recommendations and overseeing the consideration of applications under the Scheme, the Governor will have the assistance of a Steering Group, comprising representatives of the public and private sectors.

The Governor will put forward recommendations in the following [4]

categories:

Those successful under the General Allocation Scheme described in

paragraphs 5-13 below.

Selected members of the Disciplined Services as described in paragraphs

14-21 below

Selected members of the Sensitive Services as described in paragraphs

22-26 below

Those who have completed five years' residence in the United Kingdom and Hong Kong as participants in the Approved Secondments Scheme, described in paragraphs 27-36 below.

4. Those eligible to apply for citizenship under the scheme will be British

Dependent Territories citizens (BDTCs); British Nationals (Overseas) (BN(0)s); British Overseas Citizens, British Protected Persons, and British Subjects (BOCS, BPPS and BSS) without conditions on their stay in Hong Kong; and BOCS, BPPS, BSS and holders of Hong Kong certificates of identity who have applied for BDTC status before a specified date. Within these categories, only those ordinarily resident in Hong Kong will be eligible.

GENERAL ALLOCATION SCHEME

36,400 places will be available for use under this scheme. 33,300 will be allocated after consideration of the initial tranche of applications which will be invited after the scheme has been approved by Parliament. The remainder will be allocated in a second round of applications at a time to be decided by the Secretary of State after consultation with the Governor.
