SECRET

NOTE

2

SSS requirements are to be trimmed down and qualifying rules interpreted more stringently to yield no more than 6 300 places up to 1997. It covers largely civil servants already in receipt of Group II & III undertakings, immigration officers in the most senior ranks and other officers in highly sensitive or directorate positions. It excludes recipients of Group I undertakings. Places held in reserve, unlike those under GAS or DSS, will have to be released as beneficiaries become qualified.

DSS gives a success rate for applications of about 1 in 7 in the first batch, with 1 000 places held in reserve to be released in subsequent batches as authorized by Home Secretary.

GAS is limited to 33 300 places in first batch with 3 100 held in reserve, to be released in subsequent batches as authorized by Home Secretary. (For distribution among occupational groups

see Annex.)

Requirements of Garrison personnel in sensitive posts have been absorbed in SSS. Other personnel and those in local British institutions will be dealt with under GAS, receiving points for

British links.

300 places have been reserved for the UK Secondment Scheme for businessmen etc. as a charge against the second batch on grounds that registration will not take place before 1995.

Total provision held in reserve i.e. 7 000 heads of households represents 14% of Package.
