We are meeting in your room on Thursday 8 February to take stock. Mr Page and I are then due to go to Hong Kong on 9 February to continue discussions about the citizenship scheme.

Outstanding questions (my note of 5 February). You may wish to go over any points of disagreement registered.

The Scheme. We should by Thursday have received HKG's further work on this and can discuss likely points of

difficulty.

(3) Points to be pursued during our visit to Hong Kong. Some will emerge from consideration of (1) and (2), but others have already been identified see 'Week of 12 February' list in Action Plan at Annex A.
