4.4 The Governor is to be placed under a duty to submit a Scheme to the Secretary of State fby
1990] The Secretary of State is to be empowered (but to be under no duty) to lay the Scheme (with or without amendments) in draft before both Houses of Parliament. The Secretary of State must consult the Governor before laying the Scheme if he lays it with amendments.
