Further to Mr Paul's minute of today's date, Lord Glenarthur may wish to be aware before he visits Hong Kong of the interpretation

the Chinese have chosen to put on his remarks last year in the House

of Lords concerning nationality. If, despite the Governor's advice,

the meeting with Zhou Nan goes ahead, the latter is likely to raise

it.

2. I attach a background note. In view of the complexity of the

issue, Mr Maude might want to hand a copy to Lord Glenarthur.
